Error message during BPMN file import

I receive the error "Index was out of range. Must be non-negative and less than the size of the collection. Parameter name: index" when I try to import the attached BPMN file. Bizagi Modeler version I am using is 3.1.0.011. I will appreciate your help in the issue.
